Vigilance Unit
The Vigilance Unit in the Department of Science
& Technology is headed by a Deputy Secretary rank officer
working as the Chief Vigilance Officer, supported by an Under
Secretary and other secretariat staff.
The Unit had drawn Annual Action plan of vigilance
for the year 2000-2001, which was also submitted to the Central
Vigilance Commission. As per the plan, the Unit conducted
vigilance inspection of Indian Institute of Astrophysics,
Bangalore; Jawaharlal Nehru Centre of Advanced Scientific
Research, Bangalore; Cash Section of Department of Science
& Technology. While vigilance inspection of Sree Chitra
Tirunal Institute of Medical Sciences & Technology, Trivandrum
will be conducted during December, 2000 that of Indian Association
for the Cultivation of Science and Bose Institute, Calcutta
will be conducted during January-March, 2001.
During the year, 15 vigilance cases were dealt
with. Thirteen complaints have been received during the year.
All the named complaints have been taken up for investigation.
While 4 complaints have been closed during the year, investigation
is continuing in respect of the others.
Sixteen posts have been identified as sensitive
and Administrative Sections have been requested to rotate
the officials working on these posts every 2-3 years. Two
Sections have been identified as prone to corruption for concerted
action to check corruption in these areas.
Besides, the Unit has also maintained the Annual
Confidential Reports of all employees and Immovable Property
Returns in respect of all Group 'A' & 'B' officers. Data
regarding Immovable Property Returns of employees has been
computerized.
