Vigilance Unit
The Vigilance Unit in the Department of Science
& Technology is headed by a Director rank officer working
as the Chief Vigilance Officer, supported by an Under Secretary
and other secretariat staff.
The Unit had drawn Annual Action plan of vigilance
for the year 2001-2002, which was also submitted to the Central
Vigilance Commission. As per the action plan, the vigilance
inspection of Wadia Institute of Himalayan Geology, Dehradun;
Raman Research Institute, Bangalore; Indian Academy of Sciences,
Bangalore; Agharkar Research Institute, Pune; Indian Institute
of Tropical Meteorology, Pune and Indian Institute of Geomagnetism,
Mumbai has been conducted.
During the year, 16 vigilance cases and 19 complaints
have been dealt with. All the complaints were taken up for
investigation. While 3 complaints were closed, investigation
is continuing in respect of the others.
Sixteen posts were identified as sensitive and
Administrative Sections were asked to rotate the officials
working on these posts every 2-3 years. Two Sections were
also identified as prone to corruption for concerted action
with a view to check corruption in these areas.
Besides, the Unit also maintained the Annual
Confidential Reports of all employees and Immovable Property
Returns in respect of all Group 'A' & 'B' officers. Data
regarding Immovable Property Returns was computerized.
