Annual Report 2006-2007

Vigilance

  1. Department of Science & Technology, a constituent of Ministry of Science & Technology, came into existence on 3rd May, 1971. The jurisdiction of Central Vigilance Commission extended to it and offices under its administrative control. The offices under the control of Department of Science & Technology are Survey of India and NATMO, which are its sub-ordinate offices. It has 23 Aided Institutions, spread all over India.
  2. Concerted efforts were made to sensitise the officers of the Department including the offices under its control about the necessity and importance of integrity in their personal and professional lives and particularly in discharge of their official duties. Attempts have also been made to familiarize the staff members about the existence of the vigilance set up in the organization impressing upon them to come forward fearlessly with their suggestions and complaints. 20 complaints and 02 disciplinary cases pertaining to Survey of India were dealt with during the year under report.
  3. A meeting of the Vigilance Officers of Subordinate offices and Aided Institutions under the Department was called by the Chief Vigilance Officer on 22.06.2006. In this meeting, doubts of Vigilance Officers on various vigilance matters were cleared. They were sensitised to be more alert and prompt in dealing with the vigilance cases and overall vigilance in their respective offices.

    3.1 During the Annual Vigilance Officers' Meeting, a need was felt for training on salient features of the vigilance for imparting an impetus in effective management of their functions as Vigilance Officers. A training programme was arranged at Goa during October 09-13, 2006 through Delhi Productivity Council for the Vigilance Officers and 20 participants attended this programme.

  4. Vigilance Awareness Week was observed in the Department during 06-11 Nov. ,2006, wherein Debate and Essay Writing Competitions were organized to spread interest and awareness about vigilance matters in the staff and officers.
    5. Regular periodical Vigilance Inspections of offices under DST were undertaken during the year 2006 by the team of Vigilance Unit, headed by the Deputy Secretary (Vigilance).
