I. Vigilance Awareness Week 2012
As per the direction of Central Vigilance Commission, the Department observed 'Vigilance Awareness Week' from 29.10.2012 to 03.11.2012
The Pledge related to the celebration of the Vigilance Awareness Week was administered to the officers and staff on DST and DSIR on 29.10.2011 at 11 A.M near the Flag-post in DST complex Dr. B.P. Singh, Sc-'G' and Chief Vigilance Officer, DST and Shri Indu Bhaskar, Sc-'F' & Chief Vigilance Officer, DSIR adminstered the Pledge in Hindi and English respectively.
On 30.10.2012, "Just-A-Minute" speech competition and on 31.10.2012, Essay Writing Competition on selected current topics were organized.
The closing ceremony of the Vigilance Awareness Week was held on 02.11.2012 at 02.30 P.M in Seminar Hall, DST, which was attended by the officers and staff of DSIR. An entertaining and informative cultural programme was organized besides distribution of prizes for the winners of the above mentioned competitions.

Meeting of Vigilance Officers of sub-ordinate offices and aided institutes under DST
A meeting of the Vigilance Officers of Subordinate Offices and Aided Institutes under the Department was held by the Chief Vigilance Officer of the Department on 26-27th June, 2012 at Aryabhatta Research Institute of Observational Sciences (ARIES), Manora Peak, Nainital. The Meeting was inaugurated by Prof. Ram Sagar, Director, ARIES on 26th June, 2012. In his opening remarks, Dr. B.P.Singh, Chief Vigilance Officer pointed out the challenges faced by the part-time Vigilance Officers face and opportunities available to them to learn about various aspects of Vigilance Administration and emphasized to strike a proper balance between their responsibilities as Vigilance Officer, whre they have to remain alert and vigilant about various activities going on in their offices and as Scientist, where they have to discharge their duties in normal course within the office environment.
Later, in a lively presentation, Mrs. Sushma Jain, Under Secretary (Vigilance) discussed about various procedural lacunae observed in the functioning of various institutes during the vigilance inspections carried out by the vigilance teams of this Department in the last few years.
An informative presentation on Right to Information Act, 2005 was made by Dr.R.S Bisht, Conservator of Forest, Western Circle, Nainital, which was followed by an interactive session between Chief Vigilance Officer and Vigilance Officers to discuss the difficulties being faced by them while imparting information sought under the Act.
The Vigilance Officers were also given a mock case of a complaint under Public Interest Disclosures & Protection of Informers Resolutions relating to civil work for a laboratory by an institute supposedly received alleging several irregularities in purchase of land, calling of tenders, etc. and were asked to examine it and suggest appropriate procedure to deal with it and action to be taken on the same.
All the participants were taken on a study tour to Devesthal in Uttarakhand, about 60 kms from ARIES, where the latter has set up a third telescope for astronomical observations and research. The ongoing civil works for setting up a fourth telescope was also witnessed. The participants were asked to observe the activities keeping in view the case study to be solved by them.

Vigilance Awareness Week 2011

Vigilance Commission, the Department observed 'Vigilance Awareness Week' from
03.10.2011 to 05.11.2011
The Pledge related to the celebration of the
Vigilance Awareness Week was administered to the officers and staff of DST and
DSIR on 03.10.2011 at 11 A.M. near the Flag-post in DST complex. Dr. B.P Singh Sc. 'G' and CVO, DST and Dr. R.R Abhyankar, Sc. 'G' in DSIR administered the Pledge in
Hindi and English respectively.
On 01.11.2011, "Just-A-Minute" speech competition and on 03.11.2011, Essay Writing Competition on selected current topics were organized.
The closing ceremony of the Vigilance Awareness Week was held on 04.11.2011 at 03.00 P.M. in Seminar Hall, DST, whch was attended by the officers and staff of DSIR. A lecture by Shri Rajiv Verma, Under Secretary, CVC on the topic "Participative Vigilance" and an entertaining and informative cultural programme were organized besides distribution of prizes for the winners of the above mentioned competitions.
