S&T IN RURAL AREAS

2328. SHRI T. S. BAJWA:

Will the Minister of SCIENCE AND TECHNOLOGY be pleased to state :

(a) whether Government have formulated any programmes to take Science and Technology to rural areas particularly, in Jammu and Kashmir;
(b) if so, the details thereof;
(c) whether Government have spent a large amount for the purpose; and
(d) if so, the details in this regard and the results obtained thereby?

MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF SCIENCE & TECHNOLOGY AND MINISTER OF STATE (INDEPENDENT CHARGE) OF THE DEPARTMENT OF OCEAN DEVELOPMENT

(SHRI KAPIL SIBAL)

(a) The Government has many programmes through which science and technology are taken to rural areas in the country through dissemination, adaptation and implementation of technologies. These programmes cover the whole nation. However, there is no separate and specific programme for Jammu & Kashmir.

(b) These programmes include Science & Technology Application for Rural Development, Science & Technology Application for Weaker Sections, Science & Technology for Women, S&T for Strategic Needs of Scheduled Castes under Special Component Plan, Empowerment of Tribal Population through S&T under Tribal Sub Plan, Biotechnology-based Programme for Rural Areas and Biotechnology-based Programme for Women.

(c)&(d) Ministry of Science & Technology has a budget of Rs.17.00 crores for the year 2004-2005 for the above programmes. Individual projects have been sanctioned in Jammu & Kashmir such as sericulture demonstration plant, improvement of traditional wood burning heating stoves, medicinal plant cultivation and integrated village development. In addition, enabling support towards core S&T manpower has also been provided to J&K State Council on Science and Technology. Projects worth of Rs.22 lakhs have been completed in Jammu & Kashmir and there are some ongoing projects totaling about Rs.57.00 lakhs.
