OFFICE OF THE CHIEF CONTROLLER OF ACCOUNTS

The Secretary of M/o Science & Technology besides being Administrative Head of the Ministry is also designated as the Chief Accounting Authority. The Secretary performs the function with the assistance of Financial Adviser and Chief Controller of Accounts.

The Chief Controller of Accounts is the administrative Head of the Accounting Organization and exercises this function with the assistance of one Controller of Accounts, one Deputy Controller of Accounts, 10 Sr. Accounts Officer/Accounts Officers. The Accounting Organization comprises of a Pr. Accounts Office (Control), Pay & Accounts Offices located at Delhi (3), Kolkata (1), Jaipur (1), Hyderabad (1) & Dehradun (1) and an Internal Audit Wing.

ADMINISTRATIVE SET-UP

THE PUBLIC FINANCIAL MANAGEMENT SYSTEM (PFMS) - EXPENDITURE, ADVANCE & TRANSFER (EAT) MODULE

PFMS which is administered by the Controller General of Accounts in the Department of Expenditure is an end-to-end solution for processing payments, tracking, monitoring, accounting, reconciliation and reporting. It provides the scheme managers a unified platform for tracking releases and monitoring the last mile utilization. Thus it would facilitate Just-in-time releases and monitor end usage of funds.

The complete monitoring of the Central Sector Schemes will require mandatory registration of all implementing Agencies (IAs) on PFMS and mandatory use of Expenditure, Advance & Transfer (EAT) Module of PFMS by all implementing Agencies.

The implementing Agencies has to mandatorily use the EAT (Expenditure, Advance & Transfer) module for expenditure utilization and fund management. In case of transfer of funds to lower level agencies, they should also be brought on PFMS EAT Module, so that fund transfer and further utilization can be monitored through PFMS.
