It provides the scheme managers a unified platform for tracking releases and monitoring the last mile utilization. Thus it would facilitate Just-in-time releases and monitor end usage of funds.
The complete monitoring of the Central Sector Schemes will require mandatory registration of all implementing Agencies (IAs) on PFMS and mandatory use of Expenditure, Advance & Transfer (EAT) Module of PFMS by all implementing Agencies.
The implementing Agencies has to mandatorily use the EAT (Expenditure, Advance & Transfer) module for expenditure utilization and fund management. In case of transfer of funds to lower level agencies, they should also be brought on PFMS EAT Module, so that fund transfer and further utilization can be monitored through PFMS.
