Training programme on Administrative Vigilance organized by DST

A 3-day (31st July 2024 - 2nd August 2024) training programme on Administrative Vigilance was organised jointly by Department of Science and Technology (DST), Government of India & Indian National Science Academy (INSA) for capacity building of part time CVOs/VOs/Officers of Autonomous bodies, Subordinate, and other organizations under DST, Department of Biotechnology (DBT), India and DSIR.

Secretary DST Prof. Abhay Karandikar reiterated the importance of such programmes which can help participants create a culture of ethical governance crucial to increase the trust of people in the Government. He noted that such programmes are aligned with the Government of India’s priority initiatives like iGOT Karmayogi which addresses the changing needs and aspirations of the citizen by ensuring that the government workforce adopts a competency driven capacity building approach leading to better discharge of roles.

The training programme encompassed important dimensions like Vigilance Angle, Central Civil Services (Conduct) Rules, role of Central Vigilance Commission (CVC), Principles of Natural Justice, Preliminary Investigation, Drafting and Issue of Charge Sheet, Overview of Central Bureau of Investigation (CBI) – Prosecution and Sanction, Procedures for imposing major / minor penalty; Role, Appointment and Functions of Disciplinary Authority (DA) - Inquiry Officer (IO) - Presenting Officer (PO); Conduct of Inquiry, Evaluation of evidence and IO Reports, Appeal revision review, Financial effects of penalty, various directives of DoPT etc. Broadly, all major functions like Preventive vigilance, Punitive vigilance, Surveillance and detection were covered in the 3-day programme.

Administrative Vigilance

Dr. Manoranjan Mohanty, Scientist G & Part time CVO, DST and Dr. Brajesh Pandey, Executive Director, INSA gave an overview of the need for this programme. 

The programme was structured to disseminate key information points, substantiated by case studies and also involved group activity in a workshop format to serve an improved learning experience. Q&As were encouraged from the participants to address ambiguous topics with clarity of facts and context.

The resource persons were stalwarts in their respective fields and included Shri Rakesh Asthana, Former Special Director, CBI; DG, BSF & Commissioner, Delhi Police; Shri Rajiv Verma, Director, CVC; Dr. K.B.S. Rajan, Former Judicial Member Central Administrative Tribunal, Senior Advocate, Supreme Court of India; Shri Sandeep Mukherjee, Director, Institute of Secretariat Training and Management (ISTM); Shri K S Kumar, Ex-Faculty, ISTM and Ms Anurag Devgan, US (Vigilance), DST and Ex-Faculty, ISTM.
