Will the Minister of RAILWAYS be pleased to state:-
(a) whether a railway line survey had been conducted to connect Khalilabad through rail route via Balrampur, Shriduttganj, Utraulla, Dumariaganj, Basi and Mendawal in the State of Uttar Pradesh;
(b) if so, the details thereof;
(c) whether the survey work of rail route between Balrampur and Khalilabad connecting three districts Sidharthnagar, Sant Kabir Nagar and Balrampur along with four parliamentary cons- tituencies of Shravasti, Gonda, Dumariaganj and Sant Kabir Nagar was again sanctioned and the survey work has been done;
(d) if so, the details thereof; and
(e) the time by which the said rail route is likely to be completed?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 1045 BY SHRI DADDAN MISHRA TO BE ANSWERED IN LOK SABHA ON 02.03.2015 REGARDING SURVEY FOR RAIL ROUTE.
(a) to (d): Only one work of survey for construction of new line from Khaliabad- Balrampur via Shriduttganj, Utraula, Domariyaganj, Bansi & Menhdawal was sanctioned in 2011-12 and the same has been completed in January, 2015. As per survey report, the cost of construction of 147 Km. long line has been assessed as ` 1224 crore with the rate of return of 4.57%.
The project alignment passed through Sant Kabir Nagar, Sidhrathnagar and Balrampur districts of Uttar Pradesh and was supposed to serve the parliamentary constituency of Gonda, Domariyaganj, Sant Kabir Nagar and Shrawasti.
(e): Since the new line project has not been sanctioned, no time frame for its completion can be given.

(a) whether the Railways have any proposal to construct/revival of railway hospitals in the State of Jharkhand;
(b) if so, the details thereof; and
(c) the time by which new hospitals are likely to be constructed?
ANSWER

(a) : No, Madam. There is no proposal to construct/ revival of railway hospitals in the State of Jharkhand.

Will the Minister of RAILWAYS be pleased to state:-
(a) whether any institutionalised mechanism exists to manage, review, monitor and maintain land, building, road and other property under the administrative control of Railways and if so, the details thereof;
(b) the details of roads, institutions and other buildings identified which need immediate repair and maintenance;
(c) the funds allocated and utilised for the purpose along with the action taken by the Railways in this regard; and
(d) whether the Railways also propose to permit other State/Central Government departments and Public representatives to undertake the maintenance and repair of Railway building and other dilapidated roads and institutions and if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 85 BY SHRI AJAY MISRA TENI TO BE ANSWERED IN LOK SABHA ON 02.03.2015 REGARDING MAINTENANCE OF RAILWAY ROADS/INSTITUTIONS.
(a) : Management, review, monitoring and maintenance of land, buildings, roads and other property is undertaken as per provisions of Indian Railways Works Manual and instructions issued from time to time.
(b) & (c) : Repair and maintenance of roads, institutions and buildings is a continuous process and carried out as per need, inter-se- priority of works and availability of funds. Such maintenance works are largely done under ‘Revenue’. The funds allotted & utilized in the year 2013-14 on such works were ` 2697.03 crore & ` 2439.97crore respectively.
(d) : The proposals from State/Central Government departments and public representatives to support Railway’s efforts for maintenance and repair of buildings, roads and institutions are encouraged.

- Indian Missions are authorized to issue Conference visas to delegates on production of an invitation to a conference/seminar/workshop being organized in India by a Ministry or Department of the Government of India, State Governments or UT Administrations, Public Sector Undertakings, Central Educational Institutions, Public Funded Universities (list of such institutions are available on the website www. education.nic.in and the websites of the University Grants Commission and Association of Indian Universities), or an organization owned and controlled by the Government of India or any State Government / UT, Un ited Nations or its specialized agencies. Missions will process the cases for grant of visas and after satisfying themselves, grant visas to the partic ipants of such events except in cases indicated below under sub para
- If the conference/ seminar/ workshop is sponsored by an NGO or a private institution, the Mission should scrutinize the background of the NGO/private institution and grant visa to the participants except in cases indicated in sub-para below. If the Mission concerned has any doubt about the background of the sponsoring NGO/private institution, the matter may be referred to MEA and MHA for verification of the background of the NGO/private institution concerned. However, in respect of all international sports events, the organizer shall submit the proposal for holding the international sports event to the Ministry of Youth Affairs & Sports for prior clearance and the Ministry of Youth Affairs & Sports shall refer the proposal to the Ministry of Home Affairs and the Ministry of External Affairs with their recommendations. Visa for the participants of international sports event shall be issued by the Indian Missions/Posts subject to production of clearance of the Ministry of Youth Affairs & Sports, political clearance from the Ministry of External Affairs and security clearance from the Ministry of Home Affairs.
- Missions will be required to make a prior reference to the Ministry of External Affairs and Ministry of Home Affairs before granting conference visas to foreigners participating in conferences/ seminars/ workshops etc. in India only in the following cases:-
- (a) Participants from Afghanistan, China, Iran, Pakistan, Iraq, Sudan, foreigners of Pakistani origin and Stateless persons;
- (b) Participants of conferen ces/seminars/workshops who are required to visit 'Restr icted' or 'Protected' areas in India, or areas affected by terrorism, militancy and extremism etc. viz. Jammu & Kashmir and the North Eastern States(other than the States of Manipur, Mizoram and Nagaland). In the above cases, Ministry of External Affairs will examine the proposal along with the Ministry of Home Affairs and grant clearance within four weeks. Clearance will be conveyed to the Missions and organizers of the conference.
